I'll believe that Zordon was on drugs when he picked Justin but not Rocky! Ironically enough, Rocky in real life, after his stint on the Power Rangers ended, he became a drunken bum who's contributed nothing to society whatsoever!

Technically, Rocky was never a leader. Jason told Tommy as he was leaving for Switzerland that he was leaving the role of the leader in his hands. Rocky just happened to be a ranger whose color was red.

Thankfully, that never really happened in Power Rangers history. Besides, if Tommy hadn't have become a Power Ranger again, I'm sure Billy would have stepped in as the leader.
