It's just a prop building & the Megazord isn't really 30 feet tall. It just looks that way because buildings are supposed to be big, but the Megazord is just walking around a miniature set of the city of Angel Grove. It's a common trick used in older monster movies to make it look like the monsters were really giant & attacking a city. This was of course, before the advent of computer generated effects where they could shoot the actual city & generate the megazords size on the screen there.
